Location

The Site lies on the west side of Littlebrook Avenue and east side of Burnham Lane in a predominantly residential location within the sought-after village of Burnham, approximately 3 miles to the north-west of Slough.

The immediate vicinity provides a mix of two storey detached and semi-detached houses, three storey flats and Haybrook College which lies immediately to the north of the Site.

Burnham train station and Elizabeth Line lie just 300 metres to the south of the Site whilst the M4, M25 and M40 motorways lie within easy driving distance.

Heathrow Airport is just an 18 minute drive from the Site.

Burnham falls within the Local Authority of Slough Borough council which has a population of 158,300 with an average salary of £38,558 which is 15.5% higher than the national average.

The average property price in the Borough is £422,841 which is 43.3% higher than the national average.

Description

The Site comprises an almost square shaped parcel of land of approximately 0.89 hectares (2.20 acres) which formerly formed part of the adjacent Haybrook College site.

The former college buildings have now been demolished although we understand that the floor slab and foundations of those former buildings remain in place.

Part of the Site is hard-surfaced while its remainder is grassed and overgrown, containing a mature tree towards its centre.

The attached land transfer plan shows the precise extent of the land to be sold edged blue.

Planning Status

The Site is subject to a live planning application (reference no. P/04628/030) which proposes “Full application for the erection of 33 residential dwellings (Use Class C3), comprising a mix of 2-4 bedroom market and affordable units, together with a central amenity space, private gardens, car and cycle parking, landscaping, internal roads, a new primary access from Littlebrook Avenue, and other associated works”.

On 27th March 2024, Slough Borough Council’s planning committee members passed a resolution to grant planning permission for this application, subject to the completion of a S106 Legal Agreement.

Copies of the agreed planning conditions and terms of the S106 Legal Agreement are available in the Data Room which is available to interested parties upon request.

It is proposed that the development will deliver 33 no. new terraced, semi-detached and link-detached, two and three storey residential houses including 9 no. 2 bedroom houses, 20 no. 3 bedroom houses and 4 no. 4 bedroom houses, with 10 no. of those houses (30%) being provided for affordable housing.

The proposed development scheme will also provide car parking and amenity space, with its primary vehicular access from Littlebrook Avenue.

Whilst the Site is being sold with the benefit of its planning permission, there is no requirement for the purchaser to implement that permission. After purchasing the Site, the purchaser may vary the permission or apply for a new permission if preferred, at its own risk.

Planning Contributions

Implementation of the Site’s anticipated planning permission would trigger the obligations and financial contributions contained in the S106 Legal Agreement which would become the responsibility of the purchaser.

Tenure

The Site is owned freehold by Slough Borough Council (SBC) but subject to a long-term Option Agreement between SBC and Slough Urban Renewal (SUR).

SUR is a property partnership between SBC and Muse Developments Limited and the Site is being brought to the market on their behalf.

The sale process will be documented by a tripartite agreement (“the Contract”) between SBC as landowner, SUR as the beneficiary of the Option Agreement over the Site, and the proposed Purchaser.

At the point of sale, the Purchaser will transact directly with SBC and SUR will simultaneously relinquish the Option and direct the land to the Purchaser.

Services

We understand that mains gas, electricity, drainage, water and broadband services are available for connection to the Site. However, prospective purchasers are advised to make their own independent enquiries with the individual authorities to verify the capacity and availability of such services.

Method of Sale

The Site’s freehold interest is offered for sale by way of informal, non-binding tender with the vendors reserving the right not to accept the highest or any offer and also reserving the right to withdraw the Site from sale or to vary the method of sale at any time without notice.

Exchange of contracts must take place within six weeks of the purchaser’s receipt of the draft sale contract, with the entire purchase price being payable immediately upon completion.

Completion of the sale must take place within 10 working days from exchange, or from 8 weeks from the grant of planning permission for application reference no. P/04628/030, whichever the later.

Written offers conditional upon planning permission being granted for application reference no. P/04628/030 are invited by 12 Noon on Thursday 30th May 2024.

All offers must be made net of the anticipated S106 Legal Agreement costs and all other costs associated with the development of the Site.

All offers should include:

The fixed offer price. Note: Deferred or overage payments will not be accepted;
Details of any further information required or investigations to be carried out prior to exchange, including anticipated timescales for carrying out the proposed works;
Details of any assumptions made in relation to anticipated abnormal development costs;
Details of how the purchase will be funded as well as confirmation that the bid has received full board approval, or equivalent, and if not, the process, and anticipated timescale required to obtain such approval;
Any other information that the bidder feels should be taken into consideration in the assessment of their bid; for example, recent experience of delivering schemes of this nature in the vicinity.

Each party is to pay their own legal and professional costs incurred in the proposed transaction.
